Understanding the City of San Diego's Safe Sidewalks Program: What Property Owners Need to Know

What is the Safe Sidewalks Program?

The Safe Sidewalks Program is a city initiative running from Winter 2023 through June 30, 2026. It offers property owners a unique opportunity to repair damaged sidewalks adjacent to their property with:

  1. No permit fees

  2. An expedited permitting process


Why Was This Program Implemented?

San Diego boasts over 4,500 miles of sidewalks, which are crucial for resident and visitor mobility. While the city maintains sidewalks in certain situations, property owners are often responsible for repairs. This program aims to streamline the repair process and encourage prompt fixes to ensure public safety.


Who's Responsible for Sidewalk Repairs?

According to California Streets and Highways Code Sections 5610-5629, property owners are generally responsible for repairing sidewalks in front of their property, even though it's within the city's right-of-way. However, there are exceptions:


The City is responsible for damage caused by:

  • Heat expansion

  • City utility work

  • Grade subsidence

  • Trees within the right-of-way

Property owners are responsible for:

  • Normal wear and tear

  • Damage caused by private trees

  • Age-related damage


How Will I Know if My Sidewalk Needs Repair?

The city's Transportation Department will send out Notices of Responsibility (NOR) letters to property owners with known sidewalk damage that falls under their responsibility. These letters will include:

  1. Information about your responsibility and the fee-free, expedited repair opportunity

  2. A sidewalk maintenance infographic

  3. A right-of-way permit with conditions for the work

  4. A certification form to confirm completed work


What If I Notice Damage Before Receiving a Letter?

If you notice sidewalk damage, you can report it through the city's Get It Done application. City staff will review the report, perform a temporary repair (usually an asphalt ramp), and determine long-term repair responsibility.


How Do I Proceed with Repairs Under This Program?

If you receive an NOR letter or want to proactively repair your sidewalk:

  1. Choose a licensed contractor familiar with City of San Diego construction standards.

  2. Review, complete, and sign the Private Property Owner Sidewalk Repair Permit with your contractor.

  3. Submit the completed permit to safesidewalks@sandiego.gov or mail it to 2781 Caminito Chollas MS44, San Diego, CA 92105.

  4. Wait for authorization from the city before proceeding with repairs.

  5. Have your contractor perform the repairs.

  6. Complete and return the certification form once repairs are finished.
